ABOUT THE POSITION

Under direction, the Administrative Services Technician performs various paraprofessional and technical accounting, payroll, personnel and office administrative work.

Examples of responsibilities include:

  • Performing personnel and payroll-related activities, such as preparing recruitment and selection materials in cooperation with Human Resources staff; onboarding employees; tracking and processing personnel actions; and processing departmental payroll.
  • Performing accounting and budget support duties including compiling department/unit budget figures, reconciling accounts, accounts receivable and payable, billing, and contract administration.
  • Compiling data; preparing statistical, fiscal, payroll, and personnel reports; completing and processing technical and complex documents; and ensuring that documents are complete, accurate and in compliance with program and departmental policies and procedures.
  • Explaining policies, procedures and program requirements.
  • Assisting professional staff with administrative projects that require statistical research, budget analysis, and legislative analysis.
  • May provide lead direction to support staff; may provide input into performance appraisals and staff selection recommendations.

Current Vacancies: This recruitment will be used to establish an eligible list to fill one (1) full time regular hire position in each of the following departments:
  • Health and Human Services (Office of Finance)
  • Marin County Sheriff's Office

ABOUT YOU

Our Highly Qualified Candidate:

The ideal candidate will work collaboratively with team members, department staff and members of the public, is self-directed, and demonstrates excellent judgment and decision-making skills. They are a self-starter who can organize their own work and meet critical deadlines. They have demonstrated experience monitoring relatively complex budgets with various funding streams and preparing a variety of accounting related documents such as invoices, accounts receivable/accounts payable, and purchase orders. The candidate has experience performing analytical studies in support of department operations. The candidate is a strategic/critical thinker who proactively, diplomatically and positively recommends changes to policies, procedures and technology solutions and suggests opportunities for continuous improvement They communicate clearly and effectively by phone and in person with individuals from a variety of backgrounds. The ideal candidate has experience working in financial systems and has strong proficiency with Microsoft Office and/or Microsoft 365 (including Excel, Outlook and Word). Prior experience working in a public agency is a plus. 

QUALIFICATIONS

Knowledge of:

  • Standard office practices and procedures, including filing and retrieval systems, correspondence formats and the operation of standard office equipment.
  • Basic budgetary principles and terminology.
  • Business arithmetic, including fractions and decimals.

Ability to: 

  • Perform technical, specialized, complex and/or difficult office administrative support work for a department or unit.
  • Interpret, apply and explain policies, laws and regulations to the administrative operations and procedures of the department or unit.
  • Conduct basic administrative research.
  • Collect and compile data and prepare accurate, effective and timely reports, correspondence, procedures and other written materials.
  • Use computer applications related to the work, including word processing, spreadsheet and database applications.
  • Organize own work, set priorities and meet critical deadlines.
  • Lead the work of others.
  • Represent the department on a variety of task forces and committees.
  • Establish and maintain effective working relationships with those contacted in the course of the work.
  • Communicate effectively both verbally and in written form.

MINIMUM QUALIFICATIONS
Equivalent to completion of twelve semester or eighteen quarter units in coursework in business or public administration, accounting, economics or a field closely related to the work and two years of office administrative experience that included a combination of document review and processing, administrative or financial record keeping and/or office management. One year of additional experience as outlined above may be substituted for the education.

Bilingual Testing/Certification: Some Administrative Services Technician positions may require bilingual skills. If required, the successful candidate must possess bilingual skills and must demonstrate proficiency in the desired language and English prior to appointment.  A bilingual proficiency exam will be administered to ensure the candidates possess the appropriate skill level to meet the requirements. 

SPECIAL REQUIREMENTS:  

Depending on the hiring department, selected candidates are subject to fingerprinting by the Sheriff's Department and must pass a Department of Justice LiveScan background check prior to appointment.

Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
