ABOUT THE DEPARTMENT:

The City of Cambridge Traffic, Parking, and Transportation Department supports the safety and health of the Cambridge community by creating and sustaining a high-quality street and parking system that supports a range of transportation options for all those who live, travel, and park in Cambridge.  

ABOUT THE ROLE:

The Assistant Enforcement Manager will perform a key role in the Enforcement Unit.  The Enforcement Unit is responsible for enforcing the City’s Traffic and Parking Regulations.  The Assistant Enforcement Manager will assist the Enforcement Manager in managing and supervising the 36 staff member Enforcement Unit which includes Parking Control Supervisors, Parking Compliance Officer, Parking Control Assistant Supervisor(s), and the Parking Control Officers in a fair, equitable and dignified manner, contributing to the City’s mission to create an environment where all employees feel included, respected and valued.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Assist in managing the daily operations of the Enforcement Unit.
  • Supervise, guide and support the Enforcement Unit union staff. 
  • Assign, track, and review work efforts, provide supervision, participate in training, coaching, hiring and disciplinary procedures following city, department and union policies.
  • Organize, plan and implement strategy for route enforcement.
  • Prepare weekly payroll and update employee benefit time usage for review and submission. 
  • Participate in daily route assignments and daily roll call.
  • Assist in developing, planning, implementing and facilitating a training program that includes classroom and field training for new and existing Parking Control Officers.
  • Monitor the enforcement telephone phone log, answer telephone calls, and respond to emails.
  • Analyze data from the daily activity reports, identify anomalies, recommend and implement changes in daily operations to meet established goals and priorities.
  • Maintain and update the Enforcement Unit’s Training/ Operations Manual
  • Work with businesses, institutions, and residents to serve their enforcement needs, solve problems, and to maintain and improve customer services.
  • Work jointly with other managers and outside vendors to assist with the Department’s Parking Management Information System and identify enforcement unit needs and enhancements to these services.
  • Support and enhance the use of technology in the Department’s operation, particularly in support of enforcement operations and improving customer service and improving overall business processes related to technology.
  • Oversee the Parking Consideration Program.
  • Perform administrative and other duties as needed.

 MINIMUM REQUIREMENTS:

  • Bachelor’s degree in business or public administration or other relevant field, or equivalent combination of experience, education, and/or training required plus three or more years of experience in staff supervision, preferably in a regulation enforcement, customer service, or operations management environment.
  • The City of Cambridge’s workforce, like the community it serves, is diverse.   Applicants must have the ability to work and interact effectively with individuals and groups with a variety of identities, cultures, languages, backgrounds, and ideologies.
  • Valid driver’s license with a safe driving record
  • Must pass a background check from the Massachusetts Registry of Motor Vehicles (RMV) to access its ATLAS business portal
  • Demonstrated ability to exercise sound judgment, particularly in managing staff in a fair and impartial manner; to work in a collaborative, team environment; and to maintain discretion and confidentiality with customer, database and other information.
  • Ability to interpret the City of Cambridge traffic and parking regulations and on-street signage
  • Ability to handle difficult conversations with dissatisfied constituents in a professional manner
  • Ability to de-escalate stressful situations in a calm, mature, and acceptable manner
  • Strong interpersonal and customer service skills
  • Strong communication skills, both verbally and in writing
  • Must be well organized and able to manage multiple responsibilities within a complex, multi-disciplinary, multi-variate environment
  • Demonstrated knowledge and experience with Microsoft Office software including use of word processing programs

PREFFERRED REQUIREMENTS:

  • Familiarity with City of Cambridge streets, neighborhoods, and building locations
  • Knowledge of Cambridge garages and off-street parking facilities owned and operated by the City of Cambridge and prominent landmarks
  • Knowledge of the City of Cambridge Traffic Regulations for motor vehicles and bicycles
  • Knowledge of VHF radio communications and etiquette
  • Knowledge of Parking Management Information systems, databases, and Geographical Systems
  • Bilingual

PHYSICAL DEMANDS:     

  • Ability to travel throughout the city under all weather conditions.
  • Ability to access, input and retrieve information from a computer and read and analyze large quantities of information.
  • Ability to answer a telephone, retrieve and listen to voicemail messages and return telephone calls.
  • Ability to maintain multiple files.
  • Ability to operate office equipment including copiers, printers, fax, and scanners.
  • Standing, bending, reaching, carrying and lifting of up to 15 pounds.

WORK ENVIRONMENT:

Standard office environment. Fluorescent lighting and window unit air conditioning. Moderate noise level, which can elevate with phone calls and walk in members of the public.    This position may be eligible for hybrid work under the City's Telework Policy depending on operational needs.
