Summary

This position is located at Departmental Offices,Office of Financial Management. As a Financial Data Analyst, you will be responsible for providing expert technical support in the Financial Systems line of business that provides customer support, analysis, and training services for a variety of financial systems (including feeder systems), programs and functions.

Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

  • Conduct studies and manage special projects relating to OFM program operations and Financial Systems including systems that impact financial operations such as HR, Contracting, and InterAgency Agreement Systems.
  • Participate in the management, maintenance, and customer support of financial processes and data from a variety of Financial systems and Feeder Systems (e.g. the HR Connect suite of systems, webTA, OMB Max, Prism, Oracle suite of systems and G-Invoicing).
  • Lead and perform customer acceptance testing on behalf of all OFM customers. Coordinate assignment of testers, communicate with testers and the system owner, report of defects, and validation of defect fixes.
  • Develop and organize course content, job aids, and handouts for newly developed reports as well as new or existing system functionality.
  • Communicate with various levels of personnel throughout the bureau, department, other Federal agencies, and in the private sector on job-related matters, both orally and in writing.

Qualifications

You must meet the following requirements by the closing date of this announcement.

SPECIALIZED EXPERIENCE:For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
  • Using data science techniques on programmatic, accounting, financial, and/or administrative data to identify patterns and relationships in large data sets from multiple data sources for financial operations; AND
  • Creating or developing dashboards using data analytics software (e.g., PowerBI or Tableau) with automated validations to ensure accuracy for financial reporting purposes; AND
  • Independently performing financial data analysis, financial reconciliations, and financial reporting (e.g., budgetary reporting); AND
  • Gathering requirements to develop automated reports and dashboards from users.

SPECIALIZED EXPERIENCE:For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to theGS-11 grade level in the Federal service. Specialized Experience for this position includes:
  • Using data science techniques on programmatic, accounting, financial, and/or administrative data to identify patterns and relationships in large data sets from multiple data sources for financial operations; AND
  • Creating or developing dashboards using data analytics software (e.g., PowerBI or Tableau) for financial reporting purposes; AND
  • Performing and/or assisting with financial data analysis, financial reconciliations, and financial reporting (e.g., budgetary reporting).

SPECIALIZED EXPERIENCE:For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized Experience for this position includes:
  • Experience conducting financial data analysis in Microsoft Excel using pivot tables, charts, VLookups/Index match, or other advanced Microsoft Excel features; AND
  • Experience developing custom data visualizations for financial information using Excel or other data analytics software; AND
  • Experience developing presentations of financial information and analysis for leadership to make decisions.
OR EDUCATION: You may substitute education for specialized experience as follows:
  • a Ph.D. or equivalent doctoral degree; OR
  • 3 full years of progressively higher-level graduate education leading to such a degree; OR
  • a LL.M., if related;
OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

SPECIALIZED EXPERIENCE:For the GS-9 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized Experience for this position includes:
  • Experience or training in conducting financial data analysis in Microsoft Excel using pivot tables, charts, VLookups/Index match, or other advanced Microsoft Excel features; AND
  • Experience or training in business analytics or accounting.

OR EDUCATION: You may substitute education for specialized experience as follows:

  • a master's or equivalent graduate degree; OR
  • 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related;
OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
