Job Summary
Responsible for managing the daily activities of the Government Regulatory Affairs department at the region, or division level. Assists with local regulatory, franchising and permitting (ROW, Attachments and Easements) for assigned geographic area. Implements coordination and management of submitted and pending permits across internal and external audiences. May manage a team including exempt and non-exempt employees. Provides subject matter guidance to employees as required. Develops processes and procedures to drive department efficiencies. Core Responsibilities
- Manages franchise renewal and transfer efforts for assigned franchises consistent with the strategies and policies for the market area at the region and division level.
- Supports preparation of franchise renewal applications and supporting data for renewal negotiations and assists in preparation of renewal strategy, including for pole attachment agreements, public and private easements, and access to the ROW
- Participates in pole attachment agreements and easement negotiations with municipalities and/or their consultants.
- Supports the government relations and public policy strategy as developed for the market.
- Identifies and addresses important municipal issues, including organization, tracking, and follow-up on permits.
- Drafts, analyzes and/or presents legislation, contracts, amendments, and testimony as necessary.
- Participates in franchise-required construction installation of complimentary cable services to public buildings, including the negotiation of any additional terms and conditions with Local Franchise Authorities (FLA).
- Reviews, interprets and communicates meanings of the terms and conditions of franchises, franchise-related agreements and other contracts for implementation to ensure compliance with legal and regulatory standards.
- Follows up on service complaints associated with complimentary services.
- Participates in additional duties related to community affairs.
- Consistent exercise of independent judgment and discretion in matters of significance.
- Regular, consistent and punctual attendance. Must be able to work nights and weekends, variable schedule(s) as necessary possess a valid driver's license. Extensive travel within the region is expected, with the possibility of some overnight trips. Other duties and responsibilities as assigned.
