Northrop Grumman Mission Systems is seeking a Program Security Manager 1 to support a program portfolio under our Security Operations as it relates to all applicable classified federal, contractual, customer and company requirements. The responsibilities include but are not limited to the following: directly manage and supervise a team of CPSO's in support of fast-paced, high-profile programs; create, maintain and leverage working relationships with internal and external customers. Develops, and administers security programs and procedures for classified or proprietary materials, documents, and equipment. Routinely support new business pursuits and classified solicitation activities. Provide supervision and management to multiple direct reports, establish goals, and monitor performance. Provide tailored developmental mentoring and training to personnel as needed. Support staffing initiatives to grow and synergize the team.
Experience in program security management, with knowledge of implementing a multi-disciplined security program (access control, personnel security, physical security, OPSEC, cyber, etc.). Studies and implements federal security regulations that apply to company operations. Obtains rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies. Prepares manuals outlining regulations, and establishes procedures for handling, storing, and keeping records, and for granting personnel and visitor's access to restricted records and materials. Conducts security education classes and related briefings. Investigates security violations and prepares reports specifying preventive action to be taken. Working knowledge of DoD 5205.07 SAP Manuals volumes 1-4, ICD 705, ICD 704, JSIG RMF, and/or NISPOM applicable sponsor procedures.
Basic Qualifications:
Current Top Secret clearance. In-scope investigation (T5, T5R, SSBI, SBPR, PPR) completed within last 6 years or current enrollment in Continuous Evaluation (CE) program.
Ability to meet enhanced security requirements and obtain/maintain SAP eligibility and access.
Experience mentoring and training junior and mid-level personnel.
5 Years of CPSO or directly related experience with Bachelors; or 3 Years with Masters; an additional 3 years of applicable work experience may be substituted for Bachelor's Degree.
Working knowledge of the DODM 5205.07 V1-4 and ICD 705 Tech Spec.
Experience utilizing DISS.
Experience using SIMS.
Preferred Qualifications:
Prior Management and Supervisory experience.
Prior compartmentalized security (SAP or SCI) experience.
CDSE Industrial Security Training - FSO for Possessing Facilities, Intro to SAP, SAP Compliance, SAP Mid-Level, etc.
Industrial Security Professional Certifications - SPeD SFPC, NCMS ISP, etc.
Experience with customer high side networks to include CV2, CORE, CNET, JADE, ASCEND, SIC, etc.
Experience supporting classified solicitation activities (BAA, CAA, RFI, RFP, etc.) and generating tailored proposal responses and BOE's.
Excellent customer service and communication skills.
Ability to work independently and follow projects through to completion.
Ability to maintain flexibility to deal with changing priorities and deadlines.
Experience leading, mentoring, and training other personnel in a team environment.
Strong working knowledge of basic office automation tool suites such as MS Office (Word, Excel, PowerPoint).
OPSEC program experience.
Self-starter with minimal supervision.
Willing to work extended hours, in a fast paced, deadline driven environment, excellent communication skills speaking, writing skills and organized skills enabling effective communications.
Computer and desktop office software products experience.
Classification review experience.
Salary Range: $99,800 - $149,600
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
