Summary
This position is located at Departmental Offices, Domestic Finance - Community Development Financial Institutions Fund. The incumbent of this position is responsible for overseeing the Office of Certification Policy and Evaluation. This office is responsible for the administration of the certification program for CDFI Fund program eligibility. The incumbent of this position develops policies and procedures and directs and manages assigned staff and all aspects of assigned Fund programs.
Duties

As a Program Manager, you will:
- Manage the application, award, and compliance review process for assigned area of program responsibility.
- Perform award reviews and provide funding concurrence and or recommendations for award justifications based on considerations such as quality, consistency and adherence to policies, procedures and applicable OMB and other Federal regulations.
- Establish, promulgate, or evaluate policies, guidelines, procedures, and methodologies that guide the operations, implementation, and management of assigned area of program responsibility.
- Contribute to the development and implementation of the Fund's strategic plan and performance indicators.

Qualifications
You must meet the following requirements by the closing date of this announcement.Specialized experience for the GS-15 is defined as one year of experience at the GS-14 level, or equivalent, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes the following:
- Overseeing the work of others performing program analysis and evaluation work with community development finance entities; AND
- Motivating and mentoring direct reports and coworkers; AND
- Analyzing and evaluating the financial position and management structure, operations, and practices of community development entities; AND
- Developing and writing policies and procedures for effective reporting and compliance of community development finance entities; AND
- Administering a federal, state, or local certification program, including reviewing and approving applications.
