THE POSITION

The Compliance Manager is responsible for overseeing the preparation and submission of engineering plans and reports to support the County's solid waste management facilities. These include the active Tajiguas Landfill and ReSource Center, four Recycling and Transfer Stations, and nine closed landfills. The role ensures compliance with federal and state regulations governing the operation and closure of these facilities, with a focus on acquiring, implementing, and monitoring environmental permits, mitigation measures, and compliance reporting.  In working to accomplish this, the Compliance Manager oversees a section staffed by eight employees.

The job classification for this position is a Regulatory Compliance Manager III.  This is an at-will position, exempt from Civil Service provisions, who serves at the pleasure of the Deputy Director.

SUPERVISION RECEIVED AND EXERCISED
Reports to the Deputy Director of the Resource Recovery and Waste Management Division. Oversees the work of a team (two or more individuals) or teams of individual contributors through subordinate managers. Exercises direct and indirect supervision over assigned management, professional, technical, and administrative staff.

Examples of Duties

These examples are not intended to reflect all duties performed within the job and not all duties listed are necessarily performed by each individual.

  • Permit and Compliance Management:
    • Oversee the acquisition, implementation, and ongoing compliance with federal, state, and local permits for solid waste management facilities. This includes solid waste facility permits, waste discharge requirements, stormwater pollution prevention plans, air quality permits, hazardous waste management, CEQA compliance, land use permitting, and resource permits (U.S. Army Corps of Engineers, California Department of Fish and Wildlife, U.S. Fish and Wildlife Service).
    • Ensure compliance with all regulatory requirements related to the operation and closure of solid waste facilities, focusing on environmental protection and public safety.
    • Track and manage compliance of the ReSource Center, specifically ensuring compliance with regulatory permits (SBCAPCD, CCRWQCB, CalRecycle, CUPA), NEM Agreement, BioMAT PPA, Habitat Conservation Plan, and Incidental Take Permits.
    • Ensure adherence to facility mitigation measures and safety training protocols as stipulated in agreements.
  • Environmental Management Systems:
    • Oversee the operation and maintenance of environmental management systems, including landfill gas collection and treatment systems, leachate collection and recovery systems, and other related environmental controls.
  • Staff Management:
    • Supervise staff responsible for the development, implementation, and maintenance of environmental compliance programs and engineering projects related to solid waste management facilities.         Primarily responsible for hiring, evaluating performance, disciplining, etc. staff in this section.
  • Budget Management:
    • Manage an annual operating budget averaging $3.1M for Services and Supplies, ensuring efficient allocation of resources and cost-effective execution of projects.
  • Capital Improvement Projects:
    • May lead the design, development, and implementation of Capital Improvement Projects (CIPs), including the Tajiguas Landfill Capacity Increase Project, Tajiguas Landfill Gas Expansion, Baron Ranch Alisal Fire Repairs, and paving projects at transfer stations.
  • Reporting and Documentation:
    • Prepare detailed reports on permit compliance, environmental conditions, and operational issues for internal stakeholders, regulatory agencies, and the public.
    • Coordinate with external consultants, contractors, and government agencies to ensure successful project execution and regulatory compliance.

Employment Standards

The knowledge, skills, and abilities listed below may be acquired through various types of training, education, and experience. A typical way to acquire the required knowledge and abilities would be:

  • Equivalent of a bachelor's degree from an accredited four-year college or university in environmental, biological, or physical science; business or public administration, or a closely related field AND,
  • Seven (7) years of progressively responsible experience in a related field, e.g., air quality, environmental compliance, engineering, or solid waste; including at least three (3) years as a supervisor or manager. 

Licenses and Certificates
For specific positions, possession and maintenance of a valid California driver's license and the ability to meet automobile insurability requirements of the County or the ability to provide suitable transportation needs as a condition of continued employment.

Some assignments may require one or more of the following licenses or certifications by the date of appointment, other required licenses and certifications may be identified at the time of recruitment:

  • State of California Qualified Stormwater Practitioner Inspector License
  • State of California Qualified Stormwater Pollution Prevention Plan Developer License

Knowledge of:

  • Principles, practices, and techniques of regulatory compliance programs and activities in a public agency setting, including environmental, health and safety compliance programs and projects related to agricultural services, pesticide usage, weights and measurement; habitat restoration, weed control, and environmental mitigation, including the interpretation of laws, regulations, policies, and procedures.
  • Principles and practices of stormwater management and hydrology.
  • Principles and practices of permit compliance and compensatory mitigation.
  • Principles and practices of science and engineering in the areas related to environmental issues.
  • Principles and practices of environmental monitoring techniques, methods, and quality assurance procedures.
  • Principles and practices of geographical information system (GIS) software, business intelligence (BI) tools, and SQL server databases.
  • Principles and practices of public administration and program management, including strategic planning, implementation, and evaluation. 
  • Management principles, practices, and techniques.
  • Principles and practices of fiscal management and budgeting.
  • Principles and practices of program planning and administration. 
  • Personnel management principles and practices, including employee supervision, training, and evaluation. 
  • Principles and practices of group facilitation, conflict resolution, and consensus building.
  • Principles and practices of procurement and contract administration.
  • Principles and techniques of effective oral presentations.
  • Applicable federal, state, and local laws, codes, regulations, and standards.
  • Business systems, equipment, and applications relevant to the area of assignment.

Ability to:

  • Effectively administer environmental health and safety programs and activities. 
  • Interpret and apply applicable environmental and related laws, codes, regulations, and standards.
  • Ensure division operations comply with applicable permit requirements and regulations.
  • Utilize environmental monitoring techniques, methods, and quality assurance procedures.
  • Utilize GIS software, BI tools, and SQL server databases.
  • Manage large scale complex projects and/or initiatives, enterprise projects, and/or oversee the management of multiple projects simultaneously.
  • Manage assigned operations/programs and ensure ongoing compliance with strategic objectives and performance measures. 
  • Develop and implement policies and procedures. 
  • Manage and evaluate assigned staff, including training, coaching, participating in developing goals and strategic objectives, coordinating deadlines, prioritizing work demands, and assigning and monitoring work. 
  • Analyze and evaluate operational programs, projects, and procedures. 
  • Plan, organize, coordinate, and supervise changes and improvements in public agency projects and studies. 
  • Manage budgets, contracts, grants, and resource allocation. 
  • Interpret, monitor, and report financial information and statistics. 
  • Oversee the implementation of and adherence to quality assurance activities and standards. 
  • Research, recommend, and implement industry trends, solutions, and best practices.
  • Resolve complex problems within the area of assignment. 
  • Prepare and oversee the preparation of reports, grant proposals, documents, and presentations.
  • Create and provide informative presentations to stakeholders, elected officials, County leadership, and the public. 
  • Collaborate with program stakeholders, elected and appointed boards, the public, and internal leadership. 
  • Interpret and apply applicable laws, codes, regulations, and standards. 
  • Communicate effectively, clearly, and concisely.
  • Establish and maintain effective working relationships with a diverse range of individuals, including but not limited to coworkers, subordinate staff, supervisors, other managers, professional agencies, and the general public.

Supplemental Information

May be required to work a varied schedule of hours, which may include evenings, weekends, and holidays.

Completion of a background investigation to the satisfaction of the County may be required for some assignments.
