The role:

Our Construction Section is recruiting for a senior quality assurance specialist in Salem! In this collaborative role, you will coordinate the training and certifying of material testing technicians that work throughout Oregon. You will review and provide input on material testing procedures used in the state, region and across the nation. You will also work closely with the industry construction associations in developing and delivering the needed skills to be a successful material testing technician for our agency’s construction projects. A day in the life:

  • Administer statewide construction technician training and certification programs to ensure statewide uniformity and compliance with department policies and federal and state laws, rules, regulations and guidelines.

  • Develop and review training materials and examinations.

  • Develop training materials and conduct training sessions for program trainers and examination proctors.

  • Coordinate and oversee the training and exam delivery process for the Technician Materials Certification Program.

  • Deliver training for a broad range of construction material testing principles, methods and procedures and construction techniques that support the Quality Assurance Program and contract requirements.

  • Oversee and train material testing technicians in all aspects of our program, training delivery techniques and implementation of specification requirements in the lab and field environments.

  • Evaluate trainers and proctors training and examination processes and take corrective actions for improvement.

  • Develop and administer consultant contracts for technician training programs.

  • Maintain a database of certified technicians in all areas for both state and industry personnel.

  • Coordinate tasks with quality assurance personnel to support training and exam delivery.

  • Grade and score all examinations.

  • Work approximately 50% of the time in the field – duties involve working with hazardous chemicals, equipment and radioactive sources.

  • Frequent driving statewide, overnight travel and irregular hours for training presentations and visiting construction sites required.

Minimum qualifications:

Seven years of civil or transportation-related engineering or surveying experience. Two years of this experience must have been independently planning and completing assignments in drafting, field or laboratory inspection, construction contract administration, surveying, materials testing, or traffic investigations;

OR

A bachelor's degree in civil engineering, surveying or transportation-related engineering and four years of civil or transportation-related engineering or surveying experience;

OR


An equivalent combination of education and experience.

Special qualifications:

Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

The following will be required within six months after hire:

  • Radiation Safety Training certification

  • ODOT training certifications:

    • Certified Aggregate Technician (CAgT)

    • Certified Embankment Technician (CEBT)

    • Quality Control Technician (QCT)

    • Certified Density Technician (CDT)

    • Certified Asphalt Technician (CAT-1)

    • Certified Asphalt Technician (CAT-2)

    • Concrete Control Technician (CCT)

    • Concrete Strength Testing Technician (CSTT)

  • Experience calculating material yield quantities and checking material test result accuracies for acceptance of construction materials.

  • Experience with public speaking to an audience of up to 50(+) individuals.

  • Have trained material technicians on proper field and laboratory testing methods for over five years.

  • Provided recommended changes to material testing procedures for agency and national testing standards.

  • Have provided training on a quality assurance program that meets Code of Federal Regulations 23 CFR 637.
