SUMMARY

ESSENTIAL JOB FUNCTIONS
Investigates public complaints or requests regarding refuse and recycling problems and records complaints against private contractor.
Coordinates activities of contractor and field personnel to ensure compliance with City ordinances and regulations pertaining to refuse and recycling collection.
Investigates and documents legitimate complaints of contractual violation for administrative and monetary remedy for City against contractor.
Conducts field investigations and inspections to determine if violations of waste and recycling collection ordinances and regulations are present on residential, business, or industrial establishment premises and prepares written and electronic reports of inspections and investigations.
Issues violation notices and follows up with corrective action.
Prepares information for enforcement of violations through both administrative and court actions.
Helps formulate and implement regulations regarding placement and condition of commercial refuse and recycling containers.
Performs solid waste/recycling audits at commercial locations and provides public education on solid waste and recycling to citizens in residential and commercial settings.
Investigates illegal dumping incidents, gathers evidence and follows up with corrective action.
Attends work on a continuous and regular basis.

QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Graduation from high school or possession of an acceptable equivalency diploma, and three (3) years of experience in the solid waste field or three (3) years of experience in Code Enforcement, Law Enforcement or an equivalent investigative/enforcement position. Work experience must include increasingly responsible administrative or technical experience involving customer complaint resolution and operating a personal computer.
An Associate degree from an accredited college or university in any study may substitute for two (2) years of the required work experience.
A Bachelor degree from an accredited college or university with major course work in public administration, business, criminal justice, environmental, sustainability or related field may substitute for the three (3) years of required work experience.
CERTIFICATIONS OR LICENSES
Licenses
Valid Florida Driver’s License required within thirty (30) days of appointment and at all times while employed in this classification.
Certifications
Must acquire Level I Florida Association of Code Enforcement (FACE) certification within eighteen (18) months of appointment and must maintain current certification throughout employment in this classification.
KNOWLEDGE, SKILLS AND ABILITIES
Considerable knowledge of City ordinances, rules, and regulations governing waste collection.
Considerable knowledge of City and adjacent area geography.
Knowledge of contract haulers service areas and the City’s assigned routes and schedules for trash and recycling pick-up.
Ability to make inspections and conduct investigations in a fair and impartial manner to ascertain facts through investigations.
Ability to communicate effectively, both orally and in writing.
Ability to work effectively with co-workers, contractors and the general public.
Demonstrable working knowledge of Microsoft Word, Excel and Outlook and other departmental related software.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
PHYSICAL REQUIREMENTS
Work requires physical strength and agility sufficient to safely perform all essential job functions, including the ability to lift, carry, push or pull 50 pounds without assistance and the ability to climb in and out of work vehicles, including truck beds.
Work requires the ability to safely operate city vehicles.
WORK ENVIRONMENT
Work may require performance of tasks outdoors under varying climatic conditions and traversing uneven surfaces.
Work will require manually sorting through raw garbage for evidence of ownership.
Will work alone for extended periods of time.
Participation in neighborhood meetings, clean-ups, special events or emergency operations will occasionally require work outside of regularly scheduled work hours.
Will be exposed to hazardous conditions and noxious chemicals.
