Summary

The position is located in the Quentin N. Burdick Memorial Healthcare Facility in Belcourt, North Dakota. The QNBMHCF is a 27 bed hospital with a Surgical program, Inpatient and Outpatient Department, Emergency Department, Behavioral Health Department, and a full range of Community Health programs. The purpose of the position is to function as the Deputy Clinical Director, and a Physician, which involves performance of related health and medical care services to patients.

Duties

This position is being re-advertised to solicit additional applications. Applicant who applied previously need not reapply unless submitting updated and/or missing information.

  • Provides direct and indirect supervision to the Ancillary Medical Services, which includes, but is not limited to Laboratory, Pharmacy, Radiology, Optometry, Dental, Respiratory Therapy, Physical Therapy and EMS (Emergency Medical Services).
  • Directs the development of standard operating procedures and policies, including monitoring compliance and periodic review. Ensures policies, procedures, goals and objectives are consistent with The Joint Commission, Centers for Medicare & Medicaid Services, IHS Great Plains Area, Belcourt Service Unit, and Tribal mandates and objectives.
  • Provides expert medical care including prevention, health maintenance, early diagnosis, complex diagnosis, treatment, and follow-up services to patients and serving as a consultant to other healthcare professionals.
  • Plans work to be accomplished by subordinates, interview candidates for positions, hear and resolve complaints from employees, effects disciplinary measures, identifies training needs of employees and approves leave, etc.

A one-year supervisory/managerial probationary period may be required upon selection/placement.

Measles and Rubella immunization required for selectees born after 1957 and seasonal influenza immunization is required for all staff working in Indian Health Service health care facilities.

COVID-19 vaccination is required for all selectees prior to entrance on duty.

The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.

Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the ; ; ; , or an accrediting body recognized by the at the time the degree was obtained.

Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the , a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

Licensure: For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.

An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the .

A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the , (AMA) or .

A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.

In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least five (5) years of residency training in a specialty of the position to be filled or equivalent experience and training. Examples of experience Include: Direct involvement in managing, developing and coordinating a comprehensive clinical, preventive, and public health approach to health programs; assist in developing and implementing guidelines, standards, policies and procedures to ensure staff adhere to accreditation standards; recruit and manage a diverse staff; provide expert medical care; serve as a consultant to other healthcare professionals.

Time In Grade (Merit Promotion Candidates Only)
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
