Summary

This position is located at the Billings Area IHS, Crow Service Unit, Medical Staff Department at Crow Agency, MT. The incumbent reports to the Acute Care Services Supervisor and is responsible for the direct administrative supervision of the medical providers delivering emergency care services at CSU.

A housing subsidy of up to $822.46 per pay period without out dependents or $1,019.08 with dependents may be available.

Recruitment, Relocation and Retention incentives may also be available.


Duties

  • Interview and examine patients, review past medical history, request and/or perform diagnostic tests and examinations; make notes of observations to be incorporated into clinical records; provide urgent and emergency care as required and full-scope care in the patient settings. Refer patients to appropriate contract medical or other government facilities; respond to acute emergency interventions, working closely in consultation with members of other medical departments.
  • Manage and direct the Department of Emergency Medicine including strategic planning, policy formulation, budget management, human resource management, performance improvement, quality management, accreditation readiness, information management, equipment and supplies management and planning and management of specialty clinics.
  • Coordinate Department of Emergency Medicine functions with other hospital departments and coordinate and integrate services with Health Promotion/Disease Prevention to assure community outreach. Promote training needs of all direct care staff within Department and Fast Track to ensure staff development and competency; provide quality oversight Peer Review to ensure ongoing clinical competence and demonstrate knowledge and growth development over the lifespan. Coordinate educational programs that include interns and medical student from affiliated university programs; provide staff in-service for physicians, nurses and other direct care staff.

The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.

Qualifications

DIRECT HIRE AUTHORITY JOB OPPORTUNITY ANNOUNCEMENT: These positions are eligible to be filled through Office of Personnel Management's delegated Direct Hire Authority [DHA]. The Direct Hire Authority has been authorized by the Homeland Security Act of 2002 and Part 337, Subpart B, Title 5 of the Code of Federal Regulations [5 CFR]. In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-

Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the ; ; ; , or an accrediting body recognized by the at the time the degree was obtained.

Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the , a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

Licensure

For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Graduate Training

Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.

An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the .

A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the , (AMA) or .

A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.

Applicants who meet the above Basic Requirements qualify for GS-11 (or equivalent) positions.

Additional Requirements for Grades GS-12 and Above: For GS-15 -- 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training.

SELECTIVE PLACEMENT FACTOR (SPF):
Applicants applying in a specialty must meet one of the following as an approved agency-wide selective factor. This becomes part of the minimum requirements to qualify for the position.
  1. Board Certified in the Specialty to which the applicant is applying or
  2. Active Registrant of the Board in the Specialty to which the applicant is applying
Time In Grade (Merit Promotion Candidates Only)Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level.
