Hiring Salary Range: $64,146 - $81,786
Responsible for the conducting and overseeing the maintenance of the Light Rail track, Wayside Structures, Operational Signage, and related ground elements including track inspection, scheduled repairs, emergency repairs, and preventative maintenance. Performs various field tests during track and structure inspections to identify faulty track or structural problems and notifies the operations control center of corrective actions. Assigns and oversees the activities of Track Maintenance workers and ensures that the staff hired, or transferred into track maintenance are trained in proper maintenance methods and perform their responsibilities in a safe, productive, and acceptable manner.
Essential Job Functions:

- Develop plans to meet unexpected situations, emergencies, and unusual events. Assess factors and conditions affecting maintenance activities, responding appropriately when these change and keep all interested and involved parties informed of matters requiring their attention.
- Ensure compliance with all applicable policies and rules. Recommend safety procedures and standard practices to ensure maintenance activities proceed safely and efficiently.
- Monitor the material condition and appearance of the right-of-way to include vegetation abatement along the tracks, Traction Power Stations, Signal Houses, and crossings. Ensure all signage is in good repair.
- Communicates effectively with the Manager, Maintenance of Way (MOW) the results of track inspection, track maintenance activities, and other relative information, and to other Hampton Roads Transit personnel as necessary.
- Monitors, identifies, and corrects imminent safety hazards for Hampton Roads Transit total rail system. Investigates, analyzes, and makes recommendations for correcting potential safety problems.
- Provide over-site for all contract work along right-of-way to include, yearly Geometry and ultrasonic inspections, vegetation control, installation of new track structures and establish pricing and scheduling information.
- Trains Hampton Roads Transit employees in the safe and efficient performance of track maintenance and proper operation of required rail maintenance equipment.
- Provide guidance and direction to LRT track employees.
- Assign the schedules and duties of LRT employees by issuing oral and written instructions, ensures that an orderly scheduling interface with system requirements are maintained.
- Assign personnel to provide emergency service.
- Responsible for monitoring productivity of subordinate maintenance personnel. Assures adherence to original equipment manufacturers requirements and quality standards in all work performed.
- Enforce departmental policies and procedures and monitor employee attendance.
- Operate On Track Equipment and other maintenance equipment as required for training and maintenance activities.
- Prepare and/or coordinate with other departments any documentation required in support of the FTA triennial reviews, drug and alcohol audits, independent audits, state audits, EEO Program audit, etc.
- Other duties as assigned.
- Manages records created and received in compliance with the Hampton Roads Transit Records Management Policies and Procedures.
Required Knowledge, Abilities and Skills essential to Job Functions:

Required Software Knowledge and Skills essential to Job Functions:
Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential. Basic problem-solving skills associated with software applications used is expected. Software usage relevant to job duties will be evaluated.
Software applications:
Email, Internet, Microsoft Word, Excel, PowerPoint, HRT's Enterprise Asset Management (EAM) software for maintenance, and HRT's Enterprise Resource Planning (ERP) software for finance.

Training and/or Education:
AA or AS degree in Transportation, Management, or other relevant field plus two years' experience in the maintenance and repair of railroad track to FRA standards and AREMA recommendations. Meets the requirements of FRA part 213.7 Designation of qualified persons to supervise certain renewals and inspect track.
OR
High School Diploma or GED plus four years' experience in the maintenance and repair of railroad track systems. Meets the requirements of FRA part 213.7 Designation of qualified persons to supervise certain renewals and inspect track.
Required Experience:
A combination of training, education, and experience that is equivalent to the criterion listed above and satisfies the knowledge, skills, and abilities requirements will also be considered.
Licenses or Certificates
Must have CDL Class B license and/or CDL permit and the ability to acquire within sixty (60) days of employment a valid Virginia CDL Class B license with air brake and passenger endorsements.
Special Requirements:
- Ability to pass DOT physical examination.
