This is advanced professional and technical work involving assessment, planning, developing, coordinating and implementing training programs to meet the standards and requirements set by the North American Electric Reliability Corporation (NERC), Southeast Electric Reliability Council (SERC) and Florida Reliability Coordinating Council, Inc. (FRCC) for designated staff to include, but not limited to, Power System Coordinators and System Operators. The position will coordinate the initial training requirements for new hires and the annual continuing education requirements for all NERC Certified staff to maintain their NERC certifications. In addition, this position will be required to perform all duties of the System Operator position including maintaining certification and readiness to perform those duties.The single position allocated to this classification reports to a designated supervisor and works under general supervision. Work in this class is distinguished from higher classes by its emphasis on specialized, but limited areas of proficiency and from lower classes by the use of independent judgment and professional knowledge as well as required certifications.

ESSENTIAL JOB FUNCTIONS

Develops, documents, implements, and administers a defined set of training objectives to meet NERC , SERC and FRCC standards, GRU operating procedures, and applicable regulatory requirements. Identifies, schedules and records specific training needs for individual system operations personnel.

Identifies and recommends compliance training, education and development of policies and procedures based on federal, state, and local laws, rules, codes, and regulations.

Coordinates and develops training curriculum and lesson plans; and conducts training.

Documents and tracks all NERC Certified staff training events and earned NERC Certified Continuing Education Hours (CEH) to ensure all Power System Coordinators and System Operators obtain the required number of CEHs required to maintain their NERC Certifications.

Provides power system operations personnel with Dispatcher Training Simulator (DTS), Contingency Analysis (CA) using the Transmission Security Management System (TSM), NERC standards, emergency operations, and other training opportunities to maintain their NERC certification requirements.

Facilitate training of Distribution System Operators with the PTTP program with integration of modules using the OSI system simulator.

Provide support for simulator maintenance and Simulator Training Plan(s)

Provide Safety support for employees working in the System Operations building (EOC 8)

Provides training as necessary to achieve proficiency and operational excellence within the electric system (e.g., power production, distribution, economic dispatch, etc.).

Coordinates power system restoration drills, and provides regular Backup Control Center training exercises to ensure power system operator familiarization and capabilities during emergency events.

Maintains close working relationships with the Energy Delivery and Energy Supply Managers to assist and support their activities with regards to NERC compliance requirements, operational procedures and policies, projects and training.

Provides intra-departmental technical support to other departments as required.

Trains/coaches new system operators and power system coordinators to prepare them for the NERC Certification exam.

Maintains their own NERC System Operator Certification through self-study and participation in mandatory training courses.

Maintains a close working relationship with the NERC Compliance Officer in support of compiling compliance evidence, monitors new and updated compliance standards and performing gap analysis.

Updates systems control management with new/changing NERC requirements and assists as needed in developing and revising procedures necessary to maintain compliance.

Attends state and national seminars and conferences in order to maintain knowledge of current technology and Florida Reliability Coordinating Council and North American Reliability Electric Reliability Council operating and reliability standards and procedures.

Will be required to perform all duties of an absent System Operator or Power System Coordinator during emergencies or during operator training.

Attends work on a continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

May act in absence of supervisor.

Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Graduation from an accredited four-year college or university with a degree in Business Administration, Engineering or an applicable four-year technical degree, and seven (7) years of experience in an electric utility working in a combination of two or more of the following disciplines: Transmission & Distribution, Substation, Electric System Operations, Electrical Engineering, System Protection, Generation; or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities.

Must be able to perform all duties of a System Operator and a Power System Coordinator.

Experience working with power system simulators.

Experience in delivering training presentations in an operations environment rather than in a classroom is desired.

Experience in developing, implementing and administering progression through training and Safety programs.

CERTIFICATIONS OR LICENSES

Licenses

Valid Florida Driver License required.

Certifications

Must possess or obtain within six (6) months: NERC Certification as a Reliability Coordinator or Balancing, Interchange, and Transmission Operator.

KNOWLEDGE, SKILLS AND ABILITIES

Working knowledge of controlling a power system.

Ability to maintain good relationships with others and promote teamwork.

Ability to document control processes.

Ability to use teaching aids and audio/visual equipment.

Considerable knowledge of interconnected electrical system operations with experience in a primary position of responsibility and leadership in a transmission or distribution control center.

Considerable knowledge of teaching and training techniques, methods, theories, and procedures.

In-depth understanding of the NERC & FRCC Standards that are applicable to electric system operation.

Ability to create and develop training using a systematic approach.

Ability to work within a train-the-trainer environment.

Knowledge of adult learning theory.

Skilled in technical writing.

Ability to make prudent and prompt decisions and take corrective action.

Possesses excellent oral and written communication skills.

Considerable knowledge of control center operating systems, e.g., Energy Management System (EMS) and Supervisory Control and Data Acquisition (SCADA).

Proficient with relevant software applications, to include but not limited to, Microsoft Office.

Excellent interpersonal communication skills, with demonstrated strengths in tact and diplomacy.

Considerable knowledge of principles and practices of effective administration and supervision.

Ability to develop long-term plans and programs and to evaluate work accomplishments.

Ability to keep records and prepare reports.

Ability to work effectively with elected officials, charter officers, department heads, representatives of other agencies, other city employees, and the general public.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

Work requires normal color vision. Must be able to differentiate the colors red and green on a computer monitor in order to detect energized and de-energized equipment.

WORK ENVIRONMENT

Work is performed in an office environment with moderate noise levels.

Requires local travel to other general government or GRU locations within the Gainesville area, and to regulatory, industry and developmental business venues outside of immediate Gainesville area.

May require working outside of regular business hours.
