Summary

These positions are located in the Health Resources and Services Administration, Provider Relief Bureau. The duty location is Rockville, MD.

Duties

This position will be filled as competitive Term Appointment not to exceed three (3) years. The appointment may be extended for an additional one (1) year for a total of four (4) years. Employees serving on a term appointment do not acquire permanent competitive status based on the term appointment. The first year of service is a trial period. Prior Federal civilian service is credited toward completion of the required trial period.

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.

As a Financial Auditor, you will perform a variety of tasks designed to increase your knowledge of financial policies, techniques, and procures as well as HRSA's mission.

Your major duties and responsibilities include:

  • Performing prescribed audit functions which are based on precedent and use of conventional auditing techniques.
  • Preparing portions of audit reports that are factual in nature.
  • Citing applicable regulations, identifying source of situations, and recommending straightforward corrective actions.
  • Assisting senior auditors in performing a variety of professional auditing assignments.

EDUCATION:

Verification of education requirements: You must provide unofficial transcripts documenting how you meet the education requirements stated. Degree: accounting, auditing; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.").

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination (You must provide documentation that verifies your certification).

or

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Note: If meeting the OPM IOR based on being a Certified Public Accountant or a Certified Internal Auditor, you must provide documentation that allows HR to verify your professional certification.

In addition to the Basic Education stated above, applicants must also meet one of the Minimum Qualification Requirements stated below.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

GS-9:Applicants may meet the minimum qualifications for this grade based on one of the three methods below:

1. EXPERIENCE: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience that is comparable in difficulty and responsibility to at least the GS-7 level in the federal service.

Examples of minimum qualifying specialized experience equal to the GS-7 level include performing the following types of tasks on a regular and recurring basis:
  • Collecting and organizing financial data for use in an audit.
OR
  • Performing analytical assignments to assist in the identification and resolution of budget and financial issues.

2. EDUCATION: Have a Master's or equivalent graduate degree or at least 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D. To be qualifying, the higher level graduate education must be in a major field of study in business administration, accounting, management, or finance or other field of study with course work directly related to the work of this position.

OR

3. EDUCATION AND EXPERIENCE: Have an equivalent combination of the above minimum qualifying specialized experience AND higher level graduate education directly related to the work of this position that meets 100% of the qualification requirements for this position.

GS-11: Applicants may meet the minimum qualifications for this grade based on one of the three methods below:

1. EXPERIENCE: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience that is comparable in difficulty and responsibility to at least the GS-9 level in the federal service.

Examples of minimum qualifying specialized experience equal to the GS-9 level include performing the following types of tasks on a regular and recurring basis:
  • Implementing established auditing plans to assist in meeting organizational responsibilities.
OR
  • Applying auditing directives, policies, and regulations.
OR

2. EDUCATION
: Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study or other field of study with course work directly related to the work of this position.

OR

3. EDUCATION AND EXPERIENCE: Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.

TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.
