Stakeholder Partnerships, Education, and Communications (SPEC)

Stakeholder Partnerships, Education, and Communications (SPEC) Mission Statement: Assist taxpayers in satisfying their tax responsibilities by building and maintaining partnerships with key stakeholders, seeking to create and share value by informing, educating, and communicating with our shared customers.

SPEC accomplishes the mission through establishing relationships with partners and volunteers through the Volunteer Income Tax Assistance (VITA) program. VITA is an IRS-sponsored program that provides underserved communities with free tax filing assistance, using IRS-certified volunteers.

The following are the duties of this position.

  • Develops, recommends and implements marketing plans, including targeted key messages, information dissemination methods, and optimum communication vehicles. Develops and recommends effective, research driven marketing strategies for agency programs, products and messages.
  • Working with leveraged partners, reviews and analyzes taxpayers' financial information, and methods to recommend alternatives for filing and payment of federal taxes. Independently reviews tax liability issues, reviews data, identifies and addresses potential tax issues; explores issues to determine nature, scope and direction of inquiries; evaluates alternative courses of action to resolve issues/problems; develops marketing plans and products.
  • Collaborates with partners and others to assess the effectiveness of local marketing efforts. Provides feedback and recommendations to management and partners regarding marketing events, marketing program effectiveness and additional needs for marketing products and/or communication vehicles. Coordinates activities to plan and resolve issues regarding marketing/promotional ideas. Coordinates with area and headquarter offices on marketing program development and implementation. Provides support to product development.
  • Coordinates with such functions as Compliance, Electronic Tax Administration, Communication and Liaison, and other functions to publicize IRS programs and promote organizational effectiveness. Creates and disseminates news releases, newsletters, flyers, bulletins, media events, web pages, product lines, or other marketing promotions. Maintains expertise with multi-media communication tools to ensure effective dissemination of corporate messages to assist partners in promoting voluntary compliance. Identifies and addresses the need to form teams/task forces on systemic or stakeholder issues. Participates, facilitates or leads teams or task forces to develop internal plans/strategies.
  • Works with management to measure the effectiveness of IRS programs, products, and services by analyzing and evaluating historical, statistical, and demographic data. Convenes/ conducts focus groups and approved surveys to develop or design new strategies or revise existing ones. Works with partners to utilize relevant data to develop marketing and implementation strategies. Reviews and analyzes survey data to recommend improvements to existing products and services.

  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE:GS-12 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.

Specialized experience for this position includes:
  • Experience with the development and promotion of materials and services to customers or internal/external stakeholders, through the planning and implementation of marketing and communication plans, to inform and educate customers, taxpayers, and/or partners on various matters;
  • Experience with marketing principles and techniques to implement marketing and communications plans to inform and educate a broad range of taxpayers;
  • Experience evaluating promotional methods and media choices; Experience with consultative skills to develop leveraged partnerships.
