Job Summary

The Facilities and Operations Division at the University of Michigan is seeking an experienced project director to work with the full University team, consultants and governmental agencies to lead and manage the Automated Transit System (ATS) procurement, development, and construction program which includes a developer consortium (Project Developer) responsible for both Fixed Facilities and Operating System, as well as to support post-construction operations transitions.  

The University of Michigan is planning to construct an Automated Transit System (ATS) to connect its Ann Arbor campuses. This mobility technology is often referred to as Automated People Mover or APM. The system is planned to be 3.5 miles long with six stations and a maintenance facility. The successful candidate will report to the Associate Vice President of Facilities & Operations.  It is expected that the ATS system will be designed, built, operated and maintained by the Project Developer contracted by the University through a Design/Build/Operate/Maintain (DBOM) contract. In collaboration with other members of the team, the Project Director will manage the ATS procurement process and oversee the Project Developer for the entire scope of the project, including during the pre-development phase (project agreement development, design review, risk analysis) and the construction and activation processes. The Project Director will receive support from and provide updates to an advisory team.

Required Qualifications*

Candidates must satisfy the following minimum requirements

  • A bachelor's degree in engineering from an ABET accredited program or an NAAB accredited first professional degree in Architecture
  • At least 10 years of experience managing increasingly complex multi-discipline engineering design and construction projects
  • In-depth understanding of project planning, design, construction, multifaceted contracts, building & life safety codes, and environment requirements related to design and construction.
  • Demonstrated experience coordinating projects with local, state and federal agencies
  • Experience identifying project risks, developing mitigation plans and implementing those plan
  • Competency in problem solving, ability to identify solutions, create action plans and implement
  • Ability to adhere to relevant quality standards to ensure the project is well-built and project goals are met. 
  • Owner representative leadership and experience with various project delivery models and complex capital projects in excess of $500M
  • Working knowledge of project management and project controls systems
  • Ability to access project job sites, including excavation sites and buildings with differing access/entry structures, and navigate uneven surfaces
  • Evidence of strong leadership, willingness to work as part of a team, effectively delegate, and be within a reasonable commute of Ann Arbor.

Desired Qualifications*

The following are considered desirable and will be weighed in the candidate selection process:

  • Experience with Design/Build transit construction projects in excess of $500 million
  • Experience with rail or automated transit infrastructure projects including automatic signaling systems
  • Experience with environmental review processes
  • Experience with community liaison initiatives
  • Experience with rail system testing, commissioning, activation, and rail system operations and maintenance, 
  • Knowledge of currently available ATS systems their attributes/limitations, and safety and security requirements

Work Locations

The work for this position is expected to be mostly onsite at the Ann Arbor campus; however, there may be a possibility for limited remote work with management approval.
