What You’ll Do At LIPA
The Long Island Power Authority (LIPA) is seeking a detail-oriented and experienced IT Analyst, Budget and Procurement to join our dynamic team. The IT Analyst will be responsible for providing comprehensive analysis and oversight of our IT project budgets, ensuring financial accuracy and compliance with regulations and best practices. This role is pivotal in supporting the financial planning and management of technology projects within our organization. The IT Analyst reports to the Manager of IT Performance and Procurement and assists in reviewing monthly metrics and ensuring key performance indicators are met.
Essential Job Functions Include:
Analysis of IT Project Budget Proposals:
- Evaluate and analyze budget proposals for IT projects
- Forecast project expenses considering the project schedule and identified risks
- Provide accurate and timely financial projections to support decision-making
- Monitor and track the progress of technology projects against the approved budget
- Ensure expenditures are recorded accurately and remain within budgetary projections
Compliance with Rules, Regulations, Policies, and Best Practices:
- Ensure all project expenditures comply with relevant rules, regulations, policies, and best practices
- Conduct periodic audits and reviews to ensure compliance with all applicable requirements
Reporting and Presentations:
- Prepare and deliver periodic financial reports and presentations to management
- Provide insights and recommendations based on financial analysis and project performance
IT Procurement Support:
- Process purchase requests to initiate IT procurements
- Work with IT staff and Procurement to develop Requests for Proposals (RFPs) and Requests for Information (RFIs), bid documents, and other solicitation documents
- Track vendor contracts and invoices for accuracy
- Track and renew annual service contracts and subscriptions
- Provide financial analysis and recommendations to support acquisition decisions
- Perform other related duties, as necessary
What We Need:
- Bachelor’s degree in Accounting, Business, Finance, Project Management, Math, or equivalent
- Three (3) years of progressively responsible experience in budget analysis, financial analysis, or similar roles
- Proficiency in cost estimation and controls, earned value analysis, and project cost reviews
- Knowledge of project management methodologies including risk management, budgeting and planning
- Strong analytical and problem-solving skills
- Excellent communication and presentation skills
- Interpersonal skills with the ability to work collaboratively in a team environment
- Proficiency with financial software and tools
- Strong planning and forecasting skills
- Problem sensitivity
Preferred Qualifications:
- Experience in IT acquisition/contract management
- Demonstrated experience with investment analysis of technical projects
- Experience with data analytics and business intelligence tools
- Advanced Microsoft Excel skills including pivot tables, lookups, etc.
- Experience with ERP systems (i.e., SAP or MS Dynamics)
- Experience with budgeting platforms (i.e., Oracle Hyperion)
- Experience with project financials
Salary Range: $74,700 - $91,300

About Long Island Power Authority
The Long Island Power Authority was created by an Act of the New York State Legislature in 1986 and acquired the electric transmission and distribution system of the Long Island Lighting Company on May 28, 1998, immediately lowering electric rates for customer-owners by more than 20 percent.
As result of the LIPA Reform Act of 2013, the Authority contracts with PSEG Long Island, a subsidiary of Public Service Enterprise Group Incorporated, to manage LIPA’s electric system under a contract through 2025. LIPA continues to deliver the advantages of public power to customers, including LIPA’s not-for-profit status, access to low-cost financing, and dedication to Long Island and the Rockaways.
