Summary

The Deputy Clinical Director (DCD) position is responsible for the direct administrative and clinical supervision of multiple assigned medical services departments. The DCD assists the CD with overall administrative and clinical supervision of medical services in the entire Crow Service Unit.

A housing subsidy of up to $822.46 per pay period without out dependents or $1,019.08 with dependents may be available.

The Deputy Clinical Director (DCD) position reports directly to the Crow Service Clinical Director (CD), or designee, and is responsible for the
direct administrative and clinical supervision of multiple assigned medical services departments. The DCD assists the CD with overall administrative and clinical supervision of medical services (outpatient, inpatient, emergency, surgical, anesthesia and ancillary clinical departments) in the
entire Crow Service Unit.

The DCD works on a day-to-day basis with the CD and other key executive members, Area Chief Medical Officer, Chief of Staff(elected), medical staff supervisors, clinical supervisors, medical staff providers and other key staff members with responsibility for fully participating in management
discussions, making decisions, approving policies and sharing accordingly in management actions. The DCD serves as a liaison with medical societies, regional healthcare systems, Indian Health Service (IHS) facilities and tribal leadership in matters concerning healthcare delivery to IHS
beneficiaries. The DCD is designated as the acting CD in the absence of the CD and may include responsibilities representing the CD as a full member of the Service Unit's Executive Committee (EC) and a member of the Service Unit's Governing Board.

  • Works on a day-to-day basis with Division supervisors in top management discussions, decisions, policy making, and sharing full accountability in management actions. Works on special work assignments. Exercises overall supervisory responsibility in the absence of the Clinical Director.
  • Providing direct patient care within the scope of clinical privileges.

The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.

DIRECT HIRE AUTHORITY JOB OPPORTUNITY ANNOUNCEMENT: These positions are eligible to be filled through Office of Personnel Management's delegated Direct Hire Authority [DHA]. The Direct Hire Authority has been authorized by the Homeland Security Act of 2002 and Part 337, Subpart B, Title 5 of the Code of Federal Regulations [5 CFR]. BASIC REQUIREMENT(S):
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

Degree Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the ; ; ; , or an accrediting body recognized by the at the time the degree was obtained.

Degree from Foreign Medical School A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the , a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

Licensure For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Graduate Training Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.

An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the .

A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the , (AMA) or .

A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.

Applicants who meet the above Basic Requirements qualify for GS-11 (or equivalent) positions.

Additional Requirements for Grades GS-12 and Above: 5 years of graduate/residency training in the specialty of the position to be filled or equivalent experience and training.

MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: The incumbent must possess mastery specialized knowledge of the concepts, principles and practices of medicine, such as is obtained through the successful completion of a course of study leading to the degree of Doctor of Medicine or Osteopathy at an approved school of medicine or osteopathy and the successful completion of post graduate training in an approved residency program in Family Medicine or General Practice.

SELECTIVE PLACEMENT FACTOR (SPF):

Time In Grade (Merit Promotion Candidates Only)
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
